Our Vision

The vision of the Ministry of Finance and Economic Development is to improve the quality of life for all citizens and residents on Montserrat through the efficient and effective allocation of financial resources and the promotion of sound economic and financial policies and programmes.

Mission Statement

Our mission is to advise on, coordinate and implement the Government’s economic and fiscal policies and programmes including the generation and allocation financial resources to provide appropriate public services and to contribute to the overall development of Montserrat.

Corporate Goals

The Ministry is primarily concerned with the achievement of the second strategic objective outlined in the Sustainable Development Plan that is, ‘to encourage economic and financial stability and growth’.  The other objectives will be supported but will be achieved mainly through other ministries and departments. Our corporate goals therefore are as follows: 

• To generate and/or negotiate the finances necessary to fund ministries and departments projects and programmes;

• To improve financial governance in the public service;

• To allocate available financial resources in a manner that would maximise the benefits to the economy;

• To monitor, evaluate and recommend policy options to Government for consideration and approval;

• To respond to regional and international initiatives as required through the appropriate channel.

Our Function

The Ministry of Finance and Economic Development plays a key role in establishing and implementing government’s economic and fiscal policies.  The ministry’s core business includes:

• To advise on, co-ordinate and monitor economic development, policies and plans;

• To develop and implement financial policies and programmes that would accelerate growth, generate employment and stabilise the economy;

• To collect government budgeted revenues, mainly through the enforcement of customs duties, user fees and other tax legislation and regulations;

• To secure, allocate and manage budgeted aid resources;

• To generate, allocate and manage the financial resources of Government;

• To advise on policies and plans of regional financial organisations and local statutory boards;

• To secure implementation throughout Government of relevant financial regulations and best practices;

• To provide a reliable and efficient postal service;

• To improve the efficiency and effectiveness of the public service through appropriate use of information technology;

• To directly or indirectly assist government in fulfilling its external obligations;

• To lead on matters of economics and finance as it relates to the Government of Montserrat;

• To manage the Ministry of Finance and Economic Development efficiently and effectively.
